Support systems are administrative tools. A requester-facing ticket can close for many reasons while an internal legal, abuse, security or compliance process follows a different workflow.

What closure can prove

It can prove that the external support case is closed when the vendor says so.

What closure does not prove

Unless the vendor states it, closure does not prove that an internal review ended, that no action was taken, or that the seller was authorized.

Use the vendor's exact wording

RH Watch records ticket closure separately from authorization findings and internal-review status. That distinction prevents both overstatement and understatement.
